John was born in 1888 (baptised 7 April 1888 at the Roman Catholic Church) in Dingle, County Kerry, Ireland to Maurice Neligan and Mary Bridget (nee Bourke).
The 1891 Census for Ireland has not survived. On the 1901 Census John was living at Quay Street, Dingle with his mother, younger brother Tom and his 5 sisters. On the 1911 census John was a medical student and living at 11 Denmark Street, Dublin.
Wartime Service
John enlisted in the Royal Army Medical Corps being commissioned as a Lieutenant. He was posted to Mesopotamia on 18 Apr 1916 and promoted as Captain (temp) and was in charge of No 9 Ambulance Train tasked with transporting wounded from Field Ambulances to Base Hospitals. He was taken ill with Dysentery and died on 13 Jun 1917. He was mentioned in Despatches date 15 Aug 1917.

Effects of 296 18s 6d was paid to his father. This man's connection to the Leavesden Asylum/Hospital War Memorial, Leavesden is not confirmed but seems very likely.
